Bernie is with dave coz they work in the same firm. They are both there to protect Bernadette , but  dave is 'undercover' (in fact he was in the new james bond film as well ,undercover) they live a life 'undercover' which is fine because thet don't pay taxes !!! because no one knows they exist !!!!! ,
